Food for Thought: Worlds Teams Selection

On Facebook, we've been having some interesting discussions pertaining to Worlds Council, Worlds Selection, etc.
I've been having a bit of a ponder about Worlds Teams Selection, and I've had an idea for forming, which is dependent upon these premises.

- Strong players do not necessarily have a strong home scene
- Strong players are not always on a strong team
- Strong teams could be made stronger by different configurations of players
- Strong teams could be formed across states
- Players generally do not like to be told who they must play with
- Being a strong player does not necessarily mean getting a lot of points (Good at your role)
- Worlds Council members are not necessarily good players, or knowledgeable about game mechanics, but are often great bureaucrats

Assuming all of the above are true, the below suggestion for a possibility at forming Australian teams for Worlds may be proficient.

1. A significant amount of time before the competition, nominations to play open.
2. All interested players nominate, individually
3. The Worlds Council appoint a player selection panel, which meet a rough following criteria
- 3 years Minimum Nationals experience
- One rep from each state (ish)
- Minimum 1 year volunteering
- etc.
4. The selection panel then ranks all players in strength of matching a criteria (criteria TBD.)
5. The top x (x being the amount of players needed to fill all team slots) are then required to pay y amount of money (cash TBD) as a good-will deposit of attendance.
6. The top x is then freely allowed to form their own teams, as no one is able to be excluded.
7. Everyone rejoices.

Pros:
- This allows "true strength" teams
- Equal opportunity to all regions
- Early cash means more commitment

Cons:
- If all the other teams form, you may get stuck with people you don't like
- Early cash makes bank accounts sad. Especially if you're not 100% you can go
- Potential bias amongst selection panel?
- More things probably.
